modifier is applied regardless of numbers of units - if you had 500 Fighters and 1 Jet Bomber in a battle with 500 ships, the
combat strength of all your ships would be modified by the Jet Bomber bonus but receive no bonus from your Fighters. |

Other Modifiers |
Rough terrain will always add 40% to the base strength of defending army units.
Army units defending against a naval invasion will get a 40% bonus to their base strength.
Infantry units attacking into rough terrain will get a 40% bonus to their base strengths if the attacker has developed Special Forces.
Infantry units attacking in a naval invasion will get a 40% bonus to their base strengths if the attacker has developed Marines.
